Abstract: The file contains correspondence relating to the question of whether Emergency Certificates issued by the State of Shehr (Shihr) and Makalla [Qu'aiti] should be regarded as valid travel documents for entry into India.The correspondence is largely between the Government of India Foreign and Political Department, and the Chief Commissioner at Aden. Other correspondents include: the Government of India External Affairs Department; the Government of India Home Department; the Chief Secretary to the Government of Aden; and the Government of Bengal.The file includes a divider, which gives a list of correspondence references contained in the file by year.
