Following a dispute at Nukheeloo [Bandar-e Nakhilu] between sailors, which resulted in the death of one of his subjects, Sheik Saeed complains that the nakhodah [nakhuda] of the Mahmoodee[ Maḥmūdī] has not yet taken responsibility for the actions of his crew, nor paid the 'blood-money' owed to the deceased's family.Kemball makes suggestions to the Government for rectifying the situation, including contacting the owner of the Mahmoodee, Hajee Mahomed Bauker [Ḥājjī Muḥammad Bāqir], and potentially penalising the Mahmoodeeusing penalties prescribed in a Government notification of 5 July 1852 (copy included at folios 1268-1273). Kemball also includes a copy of a testimonial document signed by Moollah Mahomed [Mullā Muḥammad], nakhodah of the Sils[ Sayl], the crew of which was also involved in the dispute. The Government requests the opinion of Augustus Smith Le Messurier, Advocate-General, Bombay, on whether the notification can be applied, and responds to Kemball with the result.Kemball is also referred to as the Resident at Bushire [Bushehr].The title page of the item contains the following references: 'Bombay Political Department', 'Draft No. 350 of 1853', 'Collection No. 1 of No. 8 of 1853', 'Vol: 14', and 'Examiner's Office'.
