- Abstract: The file concerns the claim of Reuben Lalezar, a Persian merchant, in respect of fine levied by HM Consul at Kermanshah, in 1919.Lalezar, accused for seizing donkeys under contract to carry petrol for British troops and for loading them with his own goods, requests refund of fines imposed on him and compensation for losses alleged to have been caused by his detention.The file also contains correspondence related to the Foreign Office's request that Indian Revenues should bear a moiety of the legal expenses.The file is composed of correspondence between the Government of India; the Secretary of State for India; the Foreign Office; the British Legation at Tehran; the Civil Commissioner in Mesopotamia; the British Consulate for Kermanshah; the Iranian Ministry of Foreign Affairs; Iranian Ministry of Justice; and the India Office.There are some letters in French, from Reuben Lalezar.Physical description: Foliation: the foliation sequence (used for referencing) commences at the front cover with 1, and terminates at the inside back cover with 156; these numbers are written in pencil, are circled, and are located in the top right corner of the recto side of each folio.
