Abstract: The memorandum consists of a number of notes authored by the following: Sir Hugh Barnes, Sir Dennis Fitzpatrick, Sir John Edge, and Sir William Lee-Warner; all members of the Council of India.The notes discuss whether or not Britain should advance a further loan to Persia, and what concessions should be obtained in return if it does; the British desire to limit the growth of Russian influence in Persia.
