1. '11/1 TREATMENT OF BAHARNA IN HASA AND QATIF'

- Abstract: This file contains two letters listed in the file notes at the rear of the file. The first, on folio 4, dated 30 March 1933, is from Lieutenant-Colonel Percy Gordon Loch, Political Agent at Bahrain, to Lieutenant-Colonel Trenchard Craven Fowle, the Political Resident in the Persian Gulf, concerning persecution of Shiahs in Hasa [al-Aḥsā’] and complaints by Shaikh Ali bin Hasan al Musa [‘Alī bin Ḥasan al-Mūsá], the Shiah Qadhi [Qadi] of Sinabis [Sanābis, Bahrain], and Yusif bin Rustam [Yūsuf bin Rustam], a resident of Sanābis, regarding the alleged appropriation of their fish traps at Qatif [al-Qaṭīf]. The second, on folio 5, dated 5 March 1950, from the British Embassy at Jeddah, to the Cornelius James Pelly, Political Agent at Bahrain, concerns reports of a Bahraini having been flogged to death at al Khobar [al-Khubar] for the offence of playing the lute.There are two additional folios in the file which are not referenced in the file’s notes. Folio 2 is a letter, dated 28 November 1914, from Major Percy Zachariah Cox, Political Resident in the Persian Gulf at Busreh [Basra], to Captain Terence Humphrey Keyes, Political Agent at Bahrain, recommending Shaikh Abdulla [‘Abdullāh Āl Khalīfah or Āl Thānī?] for a CIE [Companion of the Order of the Indian Empire] honour on 1 January 1915. Folio 3 is a note by the Political Agent at Bahrain, dated 26 June 1915, regarding taxes on date gardens in al-Qaṭīf owned by Abdur Rahman Zayani [‘Abd al-Raḥmān al-Zayānī], Yousuf bin Abdur Rahman Fakhroo [Yūsuf bin ‘Abd al-Raḥmān Fakhrū] and Jasem bin Jodar [Jāsim bin Jūdar].Physical description: Foliation: the foliation sequence commences at the front cover and terminates at the inside back cover; these numbers are written in pencil, are circled, and are located in the top right corner of the recto side of each folio. An additional foliation sequence is also present between ff 3-6; these numbers are also written in pencil and can be found in the same position, but they are not circled.

- Abstract: Enclosures to a despatch from the Government of Bombay Secret Department to the Secret Committee, Number 33 of 1846, dated 24 March 1846. The enclosures are dated and contain correspondence (in English and French) relating to affairs in Qajar [Qājār] Persia [Iran]. Contents relate to: protests from the Government of Persia over the persecution of Shia [Shīʿah] communities and pilgrims by the Turkish Government [Ottoman Empire]; the plunder of mules loaded with the merchandise of Hindoo [Hindu] merchants in Kerman and Yazd; and unauthorised Russian structures on the Island of Ashoor Ada [Ashuradih], Astarabad [Gorgan], and Mazandaran. This item commences with an abstract of contents (folio 355). Correspondence from Her Majesty’s Envoy Extraordinary and Minister Plenipotentiary at the Court of Persia addressed to Her Majesty’s Principal Secretary of State for Foreign Affairs.Physical description: 1 item (22 folios)

- Abstract: This item consists of copies of a Political Despatch from the Government of India Foreign Department to the Secretary of State for India, dated 10 April 1874, forwarding for information a copy of a despatch from the Consul-General, Baghdad, reporting particulars of an occurrence which is stated to have caused considerable uneasiness among the Armenian and other 'native' Christian communities as indicating a probable return of the system of religious persecution.Physical description: Foliation: the foliation sequence (used for referencing) commences at the first folio with f 409 and terminates at f 413, as it is part of a larger physical volume; these numbers are written in pencil, are circled, and are located in the top right corner of the recto side of each folio. The sequence contains two foliation anomalies: f 409a and f 412a.

- Abstract: This part of the volume consists of copies of enclosures to a despatch from the Government of Bombay Secret Department to the Secret Committee, Number 44 of 1853, dated 19 July 1853. The enclosures are numbered 3-5 and are dated 11 March-6 May 1853.The papers relate to affairs in Persia [Iran] including:The miseries of the Nestorian population of Aroomaya [Orumiyeh] resulting from the tyranny of the Afshar and Khans who are the chief landholders of the province and who view the Christian population as their serfs.Reparations to be exacted on the Chief of Charrack [Bandar-e Charak], a Persian port in the Persian Gulf, for piracy committed by him on other subjects of the ShahTurkish troop movements and the cession of Mohammerah [Khorramshahr] to Persia and the Turkish response to make Bussorah [Basra] a free port.Correspondents include HM Minister at Tehran (Justin Sheil); the Resident at Bagdad [Baghdad] (Henry Creswicke Rawlinson); and the Resident at Bushire (Arnold Burrowes Kemball).Physical description: 1 item (51 folios)

- Abstract: The file concerns the affairs of subjects of Bahrein [Bahrain] in Persia [Iran], and the affairs of the 'Persian' community (also referred to as the 'Holis') in Bahrain.The main correspondents are HM Representative, Tehran; HM Consul for Khuzistan; HM Vice-Consul, Mohammerah; the Political Resident in the Persian Gulf; and the Political Agent, Bahrain.In terms of the affairs of Bahrainis in Iran, the papers, dated 1933-35, cover the alleged oppression of Bahrainis in Iran by the Iranian Government; the conscription of Bahrainis by the Iranian Government; discussion (between the India Office, the Foreign Office, the Government of India, and the Political Resident) of whether the British Government should make an official protest to the Iranian authorities over the treatment of Bahrainis; the difficulty posed by the Iranian Government's claim to sovereignty over Bahrain; the question of dual nationality; petitions of complaint from Bahrainis; and discussion of whether the British should implement retaliatory measures.In terms of the affairs of the 'Persian' community in Bahrain, the papers, dated 1940, cover: the support of the 'Persian' community for the Germans in the Second World War, and consequent unease on the part of the Ruler of Bahrain; the suggestion by the Political Agent, Bahrain that internment should be considered for persons suspected of pro-German, or at least anti-British and anti-Bahrain Government sympathies; and a letter from the Political Resident to the Government of India, commenting on the complex nature of politics in Bahrain (folios 7-9).The file includes a divider, which gives a list of correspondence references contained in the file by year. - Abstract: Correspondence, minute papers, memoranda, and draft papers concerning reforms in Bahrain. The principal correspondents are officials at the India Office, Foreign Office, and the Government of India (Foreign and Political Department). Further correspondence, mostly included as enclosures, comes from the Colonial Office, Admiralty, Political Resident in the Persian Gulf (Lieutenant-Colonel Arthur Prescott Trevor), Political Agent in Bahrain (Major Clive Kirkpatrick Daly), British Legation in Tehran, British Consulate in Damascus, High Commissioner in Palestine, Government of Bombay (Political Department), and Government of India (Finance Department).Throughout the file the papers deal with reports and complaints of the oppression of the Baharna by their Sunni rulers and those connected to them. The British response to the situation is then discussed and communicated.
