He also details the opposition of Hassan Ali Mirza and the religious establishment in Tehran to the payment of reparations to Russia, which is one of the stipulations in the peace treaty being negotiated for an end to the war between Russia and Persia [Russo-Persian War, 1826-1828]. The letter concerns the payment of reparations to Russia as part of the peace treaty negotiated to end the war between Russia and Persia [Russo-Persian War, 1826-1828]. Lieutenant Macdonald gives details of several stages of his journey accompanying an instalment of three crores of tomans, and reports his imminent departure from Meanna [Mianeh] to Tabreez [Tabriz] accompanied by a guard of Russian soldiers. Abstract: Copy of a letter from the East India Company Envoy to Persia [Iran], Lieutenant-Colonel John Macdonald Kinneir, in Deckargan [Azarshahr], to his assistant, Dr John McNeill, of 10 January 1828. This letter is in reply to a letter from McNeill (not included in this item) concerning the agreement of peace in the war between Russia and Persia [Russo-Persian War, 1826-1828], which indicates that the Shah of Persia [Fath-‘Ali Shāh Qājār] has proposed that the province of Azerbijan [Azerbaijan] should be evacuated by Russian troops before the payment of the first instalment of reparations to Russia. Macdonald Kinneir indicates that this proposition is unacceptable to Russia, as it is in contravention of the agreement already negotiated by the Prince [ʿAbbās Mīrzā Qājār, Crown Prince of Persia], and has alarmed the Russian Commander-in-Chief, General Paskevitch [General Ivan Fyodorovich Paskevich-Erivansky, Governor-General of Georgia].
