Abstract: This file contains correspondence to and from Arnold Burrowes Kemball, the Resident in the Persian Gulf. The correspondents include Justin Sheil (Minister Plenipotentiary and Envoy Extraordinary at the Court of Persia) the Governor of Bushire and George Robinson (the Commander of the Persian Gulf Squadron).The file also contains several translations of intelligence reports sent to Kemball at the Residency from Meerza Fuzl Oollah (an agent employed by the British in Shiraz) . The correspondence and the intelligence reports discuss regional political developments and relations between the British and the Persian court.A list of British vessels trading between Bushire and Bombay is contained on folios 52v-53.Physical description: Condition: The folios of the file are now loose in a folder but there is evidence of previous binding.Foliation: The file's foliation sequence is written in pencil, in the top right corner of the recto of each folio. Abstract: The file contains correspondence, mainly between 1941 and 1944 and starts with reports of the building of a fortified tower at the town of Diba [Dibba] (also spelt Dhibah, Daba) by the minority Qawasim [Āl Qawāsim] (also spelt Jawasim) inhabitants, subjects of the Regent of Kalba [Kalbā'], for protection from cross-border raids by the local Shihuh [Shiḥūḥ] (also spelt Shahuh) majority population, subjects of the Sultan of Muscat. The correspondence discusses the opposition of the Muscat authorities both to the building of this defensive post on the boundary between Qawasim and Shihuh territory and to the occupation of three Qawasim villages in nearby Wadi Madha land in the Shamaliyah District, by armed men sent by the Regent of Kalba, in response to an appeal by the villagers for protection against Shihuh attacks. Also reported are the several visits to Diba by official representatives from Muscat and Kalba, as well as local British officials, to secure a temporary truce and resolve the more or less permanent state of tribal conflict existing in the locality, by negotiating a lasting peace settlement.The main correspondents are the Residency Agent and the Political Officer for the Trucial Coast, (both based at Sharjah); the Political Agents for Bahrain and Muscat; and the Political Resident in the Persian Gulf. There are also English translations and one Arabic transcript of several letters from Shaikh Khalid bin Ahmad [Āl Qasimī, Shaikh Khālid bin Ahmad] the Regent of Kalba to the Residency Agent, Sharjah, mainly in 1941, about repeated attacks on Diba by the Shihuh and the progress of his peace negotiations with the representative of the Sultan of Muscat and Oman. Abstract: Correspondence between the Political Agent at Kuwait (Major Maurice O’Connor Tandy), the Political Resident in the Persian Gulf (Lieutenant-Colonel Arnold Crawshaw Galloway), and officials at the India Office and Foreign Office in London, concerning a request from the King of Saudi Arabia, Ibn Saud [‘Abd al-‘Azīz bin ‘Abd al-Raḥmān bin Fayṣal Āl Sa‘ūd] that his trade agent at Kuwait be permitted to fly the Saudi Arabian flag on Fridays. Abstract: Translation of a letter from the East India Company Envoy to Persia [Iran], Lieutenant-Colonel John Macdonald Kinneir, in Tabriz, to the Prime Minister of Persia, the Assuf ed-Dowleh [Allāh Yār Khān Qājār Davallū, Āṣaf al-Dawlah]. Macdonald Kinneir indicates that he has learned of a plan to send Mirza Abdul Hoosain Khan [Mīrzā ‘Abd al-Ḥusayn Khān Shīrāzī] to London to announce the intended mission of the Persian Minister for Foreign Affairs [Mīrzā Abū al-Ḥasan Khān Shīrāzī] to the British Government (see IOR/L/PS/9/71/51-53). He reminds the Assuf ed-Dowleh that the former HM Chargé d’Affaires to Persia, Henry Willock, and the former Political Resident in the Persian Gulf, Colonel Ephraim Gerrish Stannus, have conveyed letters from the Persian Government to the British Government. Indicating that Willock is due to arrive in Persia within forty days, Macdonald Kinneir recommends that the plan to send an envoy be delayed until the receipt of answers to either of the above communications, and that should it subsequently be decided to send an envoy, a ‘person of higher qualifications’ than Mirza Abdul Hoosain Khan should be chosen.This document was originally enclosed, numbered 5 in dispatch No. 65, in Macdonald Kinneir’s letter to the Secret Committee of the East India Company of 22 September 1827 (IOR/L/PS/9/71/50).Physical description: 1 item (2 folios)
Abstract: Translation of a letter from Meerza Abool Hassan Khan [Mīrzā Abū al-Ḥasan Khān Shīrāzī, Foreign Minister of Persia] to the President of the Board of Control, Charles Watkin Williams-Wynn, dated September 1827. The letter is nearly identical to Meerza Abool Hassan Khan’s letter to the Court of Directors of the East India Company (catalogued as IOR/L/PS/9/71/59). Meerza Abool Hassan Khan discusses the outbreak of the ongoing war between Persia [Iran] and Russia [Russo-Persian War, 1826-1828], placing the blame for the war on the ‘Russian Frontier Authorities’ [the Russian Government in Georgia], in opposition to the wishes of the Emperor of Russia, and indicating that Persia had sought to avoid war but had been rebuffed by the frontier authorities. He reports that the Shah of Persia [Fatḥ-‘Alī Shāh Qājār] intends to send him to St Petersburgh [St Petersburg], via Vienna or London, to effect a reconciliation between Russia and Persia, indicating a wish for British mediation in the endeavour.This document was originally enclosed in the letter of the East India Company Envoy to Persia, Lieutenant-Colonel John Macdonald Kinneir, to the Secret Committee of the East India Company of 22 September 1827 (IOR/L/PS/9/71/50).Physical description: 1 item (2 folios)
