- Abstract: This part of the volume consists of a copy of an enclosure to a despatch from the Government of Bombay [Mumbai] Secret Department to the Secret Committee, Number 94 of 1847, dated 12 November 1847. The enclosure is numbered 3 and is dated 27 September 1847.The enclosure consists of a letter from the Acting Political Agent in Turkish Arabia, Lieutenant Arnold Burrowes Kemball, to the Secretary to the Government of Bombay in the Political Department, forwarding under a flying seal a copy of a despatch to the address of the Secretary to the Government of India in the Foreign Department, forwarding copies of three letters addressed to HM Minister Plenipotentiary at Constantinople [Istanbul], Lord Cowley, on the affairs of the Bagdad Pachalic [Baghdad Pashalik, also spelled Pashalic in this item]. The letters to Cowley are dated 27 August to 15 September 1847.The letters concern matters including:Intelligence of the movements of a Turkish [Ottoman] brig of war, including its visit to Muscat and its return to Bussorah [Basra], communicated in an enclosed copy of a letter from the Political Resident in the Persian Gulf, Major Samuel HennellIntelligence received from Bussorah regarding Moolah Farraj Oollah [Mullā Faraj Allāh], formerly Governor of Arabistan, having ‘marched’ upon Dezfal [Dezful] to take up his ‘alleged’ re-appointment, and his subsequent actions upon resuming this officeNejib Pasha [Gürcü Mehmet Necip Pasha, or Muḥammad Najīb Pāshā] returning to Baghdad for ‘Eed’ [‘id al-fitr], and how he had been occupied in directing the clearing of the canals of Aboo Ghumib [Abu Ghraib] and the repairs of the old ruined dam at the mouth of the Hindeeah [Hindiya], while he was in the districtsThe cholera epidemic in the Southern parts of the Pachalic having reached Bagdad.Physical description: 1 item (10 folios)
2. File 2612/1912 Pt 1 ‘Tehran Sanitary Council’

- Abstract: The volume contains part 1 of papers from and about the Tehran Sanitary Council (also referred to as the Conseil Sanitaire de l’Empire de Perse). It chiefly comprises copies of the proceedings (in French) of the 99 through to the 127 meetings of the Council, forwarded by the British Ambassador at Tehran (Sir George Head Barclay; Sir Walter Beaupre Townley) to the Secretary of State for Foreign Affairs (Sir Edward Grey), and then forwarded by the Under-Secretary of State for Foreign Affairs, to the Under-Secretary of State for India.The proceedings detail reports of epidemics (including plague, cholera, malaria) occurring in Persia and its neighbours (including the Persian Gulf, Russia, India), and measures taken to implement quarantine and vaccination measures to prevent their spread. In the reports, recurring mention is made of epidemics in Kermanshah [Kermānshāh], Khorassan [Khorāsān], Bouchir [Bushire] and Astrakhan. Interspersed with the meeting proceedings are copies of British Government correspondence, chiefly in the form of detailed accounts of the meetings, written by Dr Anthony Richard Neligan, physician at the British Legation in Tehran, who attended meetings in his capacity as Doctor of the Legation (Médecins de Légations).The part includes a divider which gives the subject and part number, the year the subject file was opened, the subject heading, and a list of correspondence references contained in that part by year. This is placed at the back of the correspondence (f 3).Physical description: Foliation: the foliation sequence commences at the inside front cover with 1 and terminates at the inside back cover with 208; these numbers are written in pencil, are circled, and are located in the top right corner of the recto side of each folio.
3. File 2612/1912 Pt 2 ‘Persia. Tehran Sanitary Council’

- Abstract: The volume contains part 2 of papers from and about the Tehran Sanitary Council (also referred to as the Conseil Sanitaire de l’Empire de Perse), and is a direct chronological continuation of File 2612/1912 Pt 1 ‘Tehran Sanitary Council’ (IOR/L/PS/10/283). It chiefly comprises copies of the proceedings (in French) of the 128 through to the 170 meetings of the Council, with some omissions where meetings were of a purely administrative nature. The proceedings were forwarded by the British Ambassador at Tehran (Sir Walter Beaupre Townley; Sir Charles Murray Marling) to the Secretary of State for Foreign Affairs (Sir Edward Grey), and then forwarded by the Under-Secretary of State for Foreign Affairs, to the Under-Secretary of State for India.The proceedings detail reports of epidemics such as plague, cholera and malaria, occurring in Persia, with recurring reports from Bouchir [Bushire], Enzeli [Bandar-e Anzalī], Astara [Shahrestān-e Āstārā]. The proceedings also document the measures taken to implement restrictions of movement, quarantine and vaccination programmes. Also in the file are reports on the proceedings made by Dr Anthony Richard Neligan, physician at the British Legation in Tehran, and the British representative at the meetings of the Tehran Sanitary Council.The part includes a divider which gives the subject and part number, the year the subject file was opened, the subject heading, and a list of correspondence references contained in that part by year.
