2. 'MEMORANDUM RESPECTING THE NAVIGATION OF THE TIGRIS AND EUPHRATES.'

- Abstract: Memorandum, written by Richard William Brant and Edward Parkes of the Foreign Office, Apr 1913 regarding navigation on the Tigris and Euphrates rivers. The memorandum is divided into four parts:Historical Memorandum respecting the navigation of the Mesopotamian rivers. The memorandum describes the history of British relations with Turkish Arabia and the progress of their relations in order to determine the rights that Great Britain possesses which allow it to participate in the trade and navigation of the Tigris and Euphrates rivers. The memorandum covers both the period where rights were acquired by the East India Company (1579-1859) and from 1860s onwards where rights and special privileges were acquired and maintained on behalf of the Tigris and Euphrates Steam Navigation Company (folios 8-66);British rights by treaty with regard to the navigation of the Tigris and Euphrates, which looks at the rights accrued by Great Britain through treaties with the Ottoman Government and through the Ottoman Empire's treaties with other nations (folios 67-70);Conclusions, which summarises the conclusions that can be drawn from the information provided in both the historical memorandum and the treaties sections (folios 71-74);Chronological Table covering the period 1759 to 1912, with annual entries from 1873 onwards (folios 75-119) ;Annex: Instances where the employment of British steamers in the navigation of the Tigris and Euphrates has been asserted or admitted to be limited by the Firmans of 1834 and 1841;Appendices: 34 items which are listed on folio 122, and include extracts and copies of Treaties, Firmans, Memorandum, Circulars and other relevant documents covering the period 1718 to 1912.Physical description: Foliation: The main foliation sequence commences at the inside front cover, and terminates at the inside back cover; these numbers are written in pencil, are circled, and are located in the top right corner of the recto side of each folio (except for the front cover where the folio number is on the verso). 4. Political No. 200 of 1873, Forwarding Further Particulars Respecting the Abandoned Depot at Maaghil on the Euphrates

- Abstract: This item consists of copies of a Political Despatch from the Government of India Foreign Department to the Secretary of State for India, dated 21 November 1873 and received by the India Office Political Department on 15 December 1873, forwarding copies of a letter from the Political Agent in Turkish Arabia [Ottoman Iraq] to the Secretary to the Government of India Foreign Department, communicating further particulars respecting the abandoned depot at Maaghil [Magil] on the Euphrates River. The Political Agent states that since the removal of (HM steamer) Comet'sdepot to Busrah [Basra], the depot is not in fact abandoned but continues to be occupied by its owners Messrs Lynch and Co, from whom a portion of the depot had been previously rented by the Government of India for the Comet.The despatch is in continuation of Political No. 143 of 11 August 1873 (IOR/L/PS/6/111, ff 111-123a).Physical description: Foliation: the foliation sequence for this description (used for referencing) commences at f 2, and terminates at f 7, as it is part of a larger physical volume; these numbers are written in pencil, are circled, and are located in the top right corner of the recto side of each folio. - Abstract: The file contains papers mostly relating to the following: the objections of HM Government to Article 6 of the draft Iraq Salaries and Allowances Tax Law of 1930; and the liability of British aircraft and shipping companies operating in Iraq to income tax under Article 29 of the Iraq Income Tax Third Amendment Law of 1933 (these papers mainly concern shipping companies).The file also includes papers relating to matters including: the right of the Euphrates Tigris Steam Navigation Company to navigate the rivers Tigris and Euphrates; alleged excessive freight rates on Iraqi exports; and the status of the Mesopotamia Persia Corporation Limited.The papers largely consist of India Office minute papers, and correspondence and copy correspondence between the following: the India Office and the Colonial Office; the Foreign Office and the Colonial Office; the High Commissioner for Iraq and the Secretary of State for the Colonies; and HM Ambassador to Iraq (HM Representative at Baghdad) (with enclosures) and the Secretary of State for Foreign Affairs.The file includes three documents in French: copies of Vizierial letters of 2 April 1846 and 20 June 1862, and a copy of a firman issued on 29 December 1834.The file includes a divider, which gives a list of correspondence references contained in the file by year. 6. File 1283/1913 Pt 2 'Persian Gulf and Arabistan: German competition'

- Abstract: This is part two (of two) of a larger volume IOR/L/PS/10/366; it concerns increasing German competition experienced by British firms trading in the Persian Gulf region, and contains discussion between British officials as to possible action to strengthen the latter.Specific issues predominantly discussed in this part include:the abandonment of Antwerp and Hamburg by British shipping lines, and the current monopoly held by the Hamburg-America Line;agreements made between British shipping companies and the Hamburg-America Line;the establishment of a regular shipping service from Antwerp to the Persian Gulf by the Hall Line to compete with the Hamburg-America Line;the establishment of Messrs Robert Wonckhaus and Company on the Karun River and its success in competing with the Euphrates and Tigris Steam Navigation Company, and a possible subsidy for the latter from the British Government;a query from Paul, Gray and Company (see ff 28-33) as to whether they may continue to represent a German merchant, Mr Roever at Shiraz, following the outbreak of the First World War (1914-18);British-Russian proposals to use the war to take the Persian drug import trade away from the Germans.The following reports by Henry George Chick (Commercial Adviser and Vice-Consul at Bushire) can be found within: a memorandum on the development of Messrs Robert Wonckhaus and Company's activity on the Karun River (see folios 152-155 and 168-171, two copies), and a report on German trade and shipping in the Persian Gulf for the year 1912-13 (see folios 86-94). Also contained within this part are copies of a contract between Muin ut Tujjar and Robert Wonckhaus and Company for the lease of a wharf and warehouse at Ahwaz (see folios 95, and 68-74).It also includes a letter from Arthur J Dale (former German Vice-Consul at Sultanabad [Osmānnagar]) to Sir Edward Grey, Secretary of State for Foreign Affairs, dated 30 June 1915. The letter provides background information on Perische Teppich Gesellschaff, an explanation for its success in the Persian carpet trade, and confirmation of its switch to political activities following the outbreak of the war; the author seeks the downfall of this company. A letter from W Barker, dated May 1916, seeking employment as a business adviser in the Persian Gulf can be found on folios 6-10.The French content consists of two items only: a letter from J D Riedel and Company addressed to Mirza Mohamed Hassan Zia and Company, Importer of Drugs and Chemical Products at Shiraz dated 4 September 1914 (see folio 23); and an extract of a circular issued by agents of the Hamburg-America Line at Antwerp on their Persian Gulf Service (see folio 188) issued by their Belgium shipping agent Tonnelier and Scheppens in 1913.Physical description: This item is part of a larger physical volume and is located towards the front; it occupies folios 3-198.
7. File 4030/1913 Pt 1-2 'Baghdad Railway'

- Abstract: This volume comprises two parts that contain correspondence that relates to the same topic, namely a concession that was granted to the shipping magnate, Lord Inchcape (James Lyle Mackay), by the Ottoman Empire for the formation of a company to facilitate the transportation of goods on the Tigris and Euphrates rivers for the construction of the Baghdad Railway.The primary correspondents in the volume are Lord Inchcape; the Ottoman representative in negotiations, Ibrahim Hakki Pasha; the law firm Slaughter and May; the Foreign Secretary, Sir Edward Grey; British Ambassador to the Ottoman Empire, Sir Louis du Pan Mallet. A limited amount of this correspondence is in French.The volume comprises part 1 (folios 100-237) and 2 (folios 3-98).
