Abstract: The item consists of copies and extracts of correspondence cited in, or enclosed with, an extract of a Political Letter from the Government of Bombay to the East India Company Court of Directors, 30 September 1851.The item relates to a debate between Lieutenant-Colonel Justin Sheil, HM Envoy Extraordinary and Minister Plenipotentiary at the Court of Persia [Iran], and William Acland, the Company's Solicitor, over the correct way of executing the will of Meerza Abul Hassan Khan Sheerazee [Mīrzā Abū al-Ḥasan Khān Shīrāzī], former Persian Minister for Foreign Affairs. Abstract: This file is largely formed of miscellaneous correspondence between the Political Agent, Bahrain, and the British Embassy, Baghdad (also spelled Bagdad in the file). Several items of correspondence are written in Arabic.The file contains translations of letters and memoranda from the Iraqi Ministry of Foreign Affairs, in which requests are made for the Embassy's (and by extension, the Agency's) assistance in matters regarding former residents of Iraq (most of whom are also Iraqi citizens) who are thought to be living and working in Bahrain. Most of the requests are for legal documents (some of which are judicial summons) to be issued to Iraqi employees in Bahrain so that they may be signed, countersigned, and returned.The file also includes translated copies of letters, addressed to the British Consuls at Baghdad and Basra respectively, from Iraqi residents requesting assistance in the recovery of debts and maintenance payments from relatives and acquaintances who are now residing in Bahrain. Abstract: The papers are mainly dated April 1930 - September 1931, with a few papers at the rear of the file dated January-February 1935. The file relates to the custom of serving summonses and other legal documents emanating from the Iraq courts on individuals residing in Kuwait (whether Iraqi subjects or Kuwaitis having property in Iraq). The papers are mainly in the form of correspondence between the Political Agent, Kuwait [Lieutenant Colonel Harold Richard Patrick Dickson], who reports the views of the Sheikh of Kuwait [Sheikh Ahmad al-Jabir Al Sabah], the Secretariat of the High Commissioner for Iraq, which reports the views of the Government of Iraq, and the office of the Political Resident in the Persian Gulf. The file also includes discussion of a request by the Sheikh of Kuwait for the creation of a reciprocal arrangement for the service of judicial documents between the two states, and the issue of the charging by Kuwait of a fee of five rupees for the service of such documents. Dickson states in a letter, which raises the whole issue, to the Political Resident dated 25 April 1930 that the 'Iraq Nationalist party appears bent on slowly but surely working for the gradual incorporation of Kuwait into Iraq, or at least bringing Kuwait under Iraq's influence'.
