The correspondents are: the Government of Bombay; Captain Stafford Bettesworth Haines, British Political Agent at Aden; the Medical Board of Bombay; John Porter Malcolmson, Civil Surgeon at Aden. It is the fourth in a series of five items concerning Aden (the others are IOR/F/4/2100/98226, 98227, 98228, and 98230).The item concerns the outbreaks of smallpox at Aden and the failure of the vaccination programme, and the prevalence of syphilis in town. The first was a case of accidental homicide resulting in a sentence of three months’ imprisonment, and the second was a case of wilful murder resulting in a sentence of death. Abstract: The item consists of copies and extracts of correspondence and minutes cited in, or enclosed with, a Political Letter from the Government of Bombay [Mumbai] to the East India Company Court of Directors, dated 30 September 1845. A copy of this letter can be found at IOR/F/4/2122/100102.The item relates to the reporting of Dr John Porter Malcolmson’s, Civil Surgeon at Aden, first successful vaccination at Aden, after receiving virus samples from the Royal Jennerian Institution in London. Certificates from D Sturrock and C Barclay of the [Government of] Madras [Chennai] Medical establishment are included, certifying the success of Malcolmson’s attempt. The item also contains discussions between the Government of Bombay and Stafford Bettesworth Haines, Captain in the Indian Navy and Political Agent at Aden, with regards to Malcolmson's proposals for implementing a wider vaccination programme at Aden.
