Abstract: A translation of an ‘exposé’ of the causes of the outbreak of war between Russia and Persia [Iran] [Russo-Persian War, 1826-1828] given to Mirza Mohomed Alli [Mirza Muhammad ‘Ali Khan Shirazi] for his mission to Tiflis [Tbilisi]. The paper details Persian allegations of Russian encroachments upon Persian territory, defined according to the terms of the previous peace treaty agreed between the two nations [Treaty of Gulistan, 1813], including in Talish [Talysh], Carabaugh [Karabakh] and on the shores of the lake of Gokcheh [Lake Sevan], and gives an account of the negotiations between the two sides as the Persians sought redress for these encroachments. The letter concerns the ongoing negotiations for peace in the war between Russia and Persia [Russo-Persian War, 1826-1828]. Referring to the demands for reparations made by Russia (see IOR/L/PS/9/71/99), Macdonald Kinneir indicates that he believes that the Commander-in-Chief of the Russian forces, General Paskevitch [General Ivan Fyodorovich Paskevich-Erivansky, Governor-General of Georgia] will not settle for any sum lower than fifteen crores of tomans [Persian currency]. He also warns against the possibility of a further Russian offensive and the dangers of the current military occupation of Persian territory by Russia continuing for too long. Abstract: Translation of a letter from the East India Company Envoy to Persia [Iran], Lieutenant-Colonel John Macdonald Kinneir, in Tabreez [Tabriz], to Abbas Mirza [Crown Prince of Persia, ʿAbbās Mīrzā Qājār], of 12 November 1827. In the letter, Macdonald Kinneir reports that he has been instructed by the Ministers of the Shah of Persia to advance a sum of twenty or thirty thousand tomans [Persian currency] to Abbas Mirza, and that he is in the process of amassing the funds. He also encourages Abbas Mirza to meet with General Paskewitch [General Ivan Fyodorovich Paskevich-Erivansky, Governor-General of Georgia] to conduct peace talks in the war between Russia and Persia [Russo-Persian War, 1826-1828]. He attempts to allay Abbas Mirza’s apprehensions about the meeting and indicates that General Paskewitch is anxious to agree peace. Abstract: A translation of a letter addressed by the Vizier to the Crown Prince of Persia [Iran], Mirza Abul Cassim, the Cayim Mukam [Mirza Abu'l-Qasim Farahani, Qa'im Maqam], to the Russian Foreign Minister, Count [Karl Robert] Nesselrode. In the letter, the Cayim Mukam indicates that according to ‘the Russian Gazettes’, the causes of the outbreak of war between Russia and Persia [Russo-Persian War, 1826-1828] have been misrepresented to the Russian Government by the Russian ‘Frontier Authorities’ in Georgia, and announces the dispatch of Mirza Mohomed Alli [Mirza Muhammad 'Ali Khan Shirazi] to Tiflis [Tbilisi] and St Petersburgh [St Petersburg] with instructions to discuss the matter with Count Nesselrode.
