In the letter, Mazarowitch clarifies the meaning behind his previous letter to the Surdar, in which he offered him assistance (see IOR/L/PS/9/70/185). Mazarowitch indicates, with reference to the present war between Russia and Persia [Russo-Persian War, 1826-1828], that ‘Russia will not allow it to have an end until victory will give her every advantage she desires’. Macdonald Kinneir indicates that he has learned of a plan to send Mirza Abdul Hoosain Khan [Mīrzā ‘Abd al-Ḥusayn Khān Shīrāzī] to London to announce the intended mission of the Persian Minister for Foreign Affairs [Mīrzā Abū al-Ḥasan Khān Shīrāzī] to the British Government (see IOR/L/PS/9/71/51-53). He reminds the Assuf ed-Dowleh that the former HM Chargé d’Affaires to Persia, Henry Willock, and the former Political Resident in the Persian Gulf, Colonel Ephraim Gerrish Stannus, have conveyed letters from the Persian Government to the British Government. Meerza Abool Hassan Khan discusses the outbreak of the ongoing war between Persia [Iran] and Russia [Russo-Persian War, 1826-1828], placing the blame for the war on the ‘Russian Frontier Authorities’ [the Russian Government in Georgia], in opposition to the wishes of the Emperor of Russia, and indicating that Persia had sought to avoid war but had been rebuffed by the frontier authorities.
