Abstract: Translation of a ruckum [raqm, also known as a raqim, a letter or an order] from the Prince Royal, Abbas Meerza [Crown Prince of Persia, ʿAbbās Mīrzā Qājār], to the East India Company Envoy to Persia [Iran], Lieutenant-Colonel John Macdonald Kinneir. The ruckum concerns the ongoing negotiations for peace in the war between Russia and Persia [Russo-Persian War, 1826-1828], and originally forwarded a copy of a ruckum from Abbas Meerza to the Commander-in-Chief of the Russian forces [General Ivan Fyodorovich Paskevich-Erivansky] (now catalogued as IOR/L/PS/9/71/104). Referring to this ruckum, Abbas Meerza requests that Macdonald Kinneir exert his influence on the points of securities for, and the period of payment of, financial reparations from Persia to Russia. He also entreats Macdonald Kinneir to arrange for the articles of peace between Russia and Persia to be concluded ‘in a satisfactory manner’, and indicates his willingness to conclude peace quickly. This document was originally enclosed, numbered 5, in Macdonald Kinneir’s dispatch No. 74 to the Chief Secretary to the Government of India, George Swinton, of 8 November 1827 (IOR/L/PS/9/71/98).Physical description: 1 item (2 folios)
Abstract: Translation of a firman [a letter or order] from the Shah of Persia [Fatḥ-‘Alī Shāh Qājār] to Abbas Meerza [ʿAbbās Mīrzā Qājār, Crown Prince of Persia]. The Shah remonstrates against Abbas Meerza, expressing his surprise that he has not yet concluded peace in the war between Persia [Iran] and Russia [Russo-Persian War, 1826-1828]. He indicates that money for the payment of reparations to Russia has been dispatched and that the East India Company Envoy to Persia, Lieutenant-Colonel John Macdonald Kinneir, has returned to Tabreez [Tabriz] to facilitate the conclusion of peace, and restates his previously given orders for Abbas Meerza to sign the peace treaty. This document was originally enclosed, numbered 8 in enclosure No. 4, in Macdonald Kinneir’s letter to the Secret Committee of the East India Company of 16 March 1828 (IOR/L/PS/9/71/201).Physical description: 1 item (2 folios)

The Shah directs Macdonald Kinneir to conclude peace in the ongoing war with Russia [Russo-Persian War, 1826-1828], in concert with the Foreign Minister of Persia, Meerza Abul Hassan Khan [Mīrzā Abū al-Ḥasan Khān Shīrāzī], and requests that he communicate this order to Abbas Meerza [ʿAbbās Mīrzā Qājār, Crown Prince of Persia] so that the latter will attend the negotiations and ‘finish this business’. The Shah also indicates that the assembled troops from Khorussan [Khorasan] and Irak [Arak] will not undertake any hostile acts, unless the peace agreement should fall through, and also reports that a further crore of tomans is ready for payment as part of the reparations owed to Russia. This document was originally enclosed, numbered 4 in enclosure No. 4, in Macdonald Kinneir’s letter to the Secret Committee of the East India Company of 16 March 1828 (IOR/L/PS/9/71/201).Physical description: 1 item (2 folios)

The letter concerns the negotiations for the peace treaty to end the war between Russia and Persia [Russo-Persian War, 1826-1828]. The Shah indicates that he has dispatched Meerza Abool Hussan Khan [Mīrzā Abū al-Ḥasan Khān Shīrāzī, Foreign Minister of Persia] to Deheraghon [Azarshahr], where the treaty has been negotiated, and has sent Macdonald Kinneir’s assistant, Dr John McNeill, to deliver gold, intended for payment to Russia in reparations as part of the treaty, to Macdonald Kinneir, and states that the remainder of the reparations, in silver, will be delivered at a later date. This document was originally enclosed, numbered 1 in enclosure No. 4, in Macdonald Kinneir’s letter to the Secret Committee of the East India Company of 16 March 1828 (IOR/L/PS/9/71/201).Physical description: 1 item (2 folios)

The Shah indicates that he has ordered his son, Abbas Mirza [ʿAbbās Mīrzā Qājār, Crown Prince of Persia], to return and recommence negotiations for peace in the war between Russia and Persia [Russo-Persian War, 1826-1828], and that on the arrival of the money being paid to Russia as reparations, ‘nothing remains to prevent it’s [peace’s] conclusion’.This document was originally enclosed, numbered 6 in enclosure No. 4, in Macdonald Kinneir’s letter to the Secret Committee of the East India Company of 16 March 1828 (IOR/L/PS/9/71/201).Physical description: 1 item (2 folios)
Abstract: Translation of a firman [a letter or order] from the Shah of Persia [Fatḥ-‘Alī Shāh Qājār] to Abbas Mirza [ʿAbbās Mīrzā Qājār, Crown Prince of Persia]. The Shah orders Abbas Mirza to conclude the agreement of peace in the war between Persia [Iran] and Russia [Russo-Persian War, 1826-1828], reporting that money for the payment of reparations has been dispatched, leaving no cause for delay. He urges that the peace be signed as soon as possible, highlighting the fact that in spite of some other of his sons being prepared to recommence hostilities, he has chosen to follow Abbas Mirza’s recommendation for peace. This document was originally enclosed, numbered 9 in enclosure No. 4, in the letter of the East India Company Envoy to Persia, Lieutenant-Colonel John Macdonald Kinneir, to the Secret Committee of the East India Company of 16 March 1828 (IOR/L/PS/9/71/201).Physical description: 1 item (2 folios)
Abstract: Translation of a letter from the Sirdar of Erivan, Houssein Khan Sirdar [Ḥusayn Qulī Khān Qājār, Sardar of Iravan or Yerevan], to the East India Company Envoy to Persia [Iran], Lieutenant-Colonel John Macdonald Kinneir. Houssein Khan Sirdar reports that an instalment of three crores of tomans, intended to be paid to Russia as reparations as part of the peace treaty negotiated to end the war between Russia and Persia [Russo-Persian War, 1826-1828], will arrive at Miana [Mianeh] on ‘Tuesday the 18th’. He indicates that the Shah of Persia [Fatḥ-‘Alī Shāh Qājār] has requested that Miana be evacuated by Russian troops once the money has arrived there, and requests that Macdonald Kinneir explain this to the Russian General-in-Chief [General Ivan Fyodorovich Paskevich-Erivansky, Governor-General of Georgia] so that the necessary arrangements can be made. This document was originally enclosed, numbered 1 in enclosure No. 13, in Macdonald Kinneir’s letter to the Secret Committee of the East India Company of 16 March 1828 (IOR/L/PS/9/71/201).Physical description: 1 item (2 folios)
Abstract: Translation of a letter from Abbas Meerza [ʿAbbās Mīrzā Qājār, Crown Prince of Persia] to the East India Company Envoy to Persia [Iran], Lieutenant-Colonel John Macdonald Kinneir. Abbas Meerza indicates that he has received intelligence from the Persian Minister for Foreign Affairs, Mirza Abul Hassan Khan [Mīrzā Abū al-Ḥasan Khān Shīrāzī], that money intended for reparations payments as part of the peace agreement to end the war between Russia and Persia [Russo-Persian War, 1826-1828] has been dispatched and is on its way, and that therefore he has contacted the Russian General-in-Chief, General Paskevitch [General Ivan Fyodorovich Paskevich-Erivansky, Governor-General of Georgia], to renew negotiations for the peace treaty. He directs Macdonald Kinneir to forward orders from General Paskevitch for the halting of the recommencement of hostilities, and also to let him know the place appointed for the recommencement of negotiations. This document was originally enclosed, numbered 1 in enclosure No. 5, in Macdonald Kinneir’s letter to the Secret Committee of the East India Company of 16 March 1828 (IOR/L/PS/9/71/201).Physical description: 1 item (2 folios)
Abstract: Translation of a letter from Abbas Meerza [ʿAbbās Mīrzā Qājār, Crown Prince of Persia] to the East India Company Envoy to Persia [Iran], Lieutenant-Colonel John Macdonald Kinneir, of 16 December 1827. The letter concerns the payment of reparations by Persia to Russia as part of the peace agreement to end the war between Russia and Persia [Russo-Persian War, 1826-1828]. Abbas Meerza affirms a plan for the first instalment of the reparations to be paid to Macdonald Kinneir’s assistant, Dr John McNeill, to hold in deposit. He also complains about the reluctance of the Persian Ministers to pay the money until they have had an opportunity to discuss the agreed treaty. He argues that he has kept them apprised of the negotiations and was given full powers to negotiate the treaty by the King [Shāh of Persia, Fatḥ-ʿAlī Shāh Qājār], and points to the fact that Russia will not conclude the peace treaty until the money has been paid. This document was originally enclosed, numbered 4 in 79, in Macdonald Kinneir’s letter to the Secret Committee of the East India Company of 10 January 1828 (IOR/L/PS/9/71/154).Physical description: 1 item (2 folios)
Abstract: Translation of a letter from Abbas Meerza [Crown Prince of Persia, ʿAbbās Mīrzā Qājār] to the East India Company Envoy to Persia [Iran], Lieutenant-Colonel John Macdonald Kinneir. The letter concerns the ongoing negotiations for peace in the war between Russia and Persia [Russo-Persian War, 1826-1828], attended by Abbas Meera’s Vizier, the Kaim Mukam [Mirza Abū al-Qāsim Farāhānī, Qāʾim-Maqām]. Abbas Meerza discusses the monetary and territorial demands made by Russia (see IOR/L/PS/9/71/99), proposing and authorising the Kaim Mukam to make a lower counter offer to the Russian financial demands. He also questions Russian intentions, indicating that he believes their demands are too high and therefore suggest that they are not seeking peace. This document was originally enclosed, numbered 3, in Macdonald Kinneir’s dispatch No. 74 to the Chief Secretary to the Government of India, George Swinton, of 8 November 1827 (IOR/L/PS/9/71/98).Physical description: 1 item (2 folios)
Abstract: Translation of a firman [a letter or order] from the Shah of Persia [Iran], Futteh Ali Shah [Fatḥ-‘Alī Shāh Qājār], to the East India Company Envoy to Persia, Lieutenant-Colonel John Macdonald Kinneir. The letter concerns the payment of reparations to Russia as part of the peace treaty negotiated to end the war between Russia and Persia [Russo-Persian War, 1826-1828]. The Shah expresses his approbation for Macdonald Kinneir’s ‘exertions and trouble’, and indicates that he has issued orders for the payment of another crore of tomans to Russia for the evacuation of the province of Aderbijan [Azerbaijan].This document was originally enclosed, numbered 2 in dispatch No. 91, in Macdonald Kinneir’s dispatch No. 34 to the Secret Committee of the East India Company of 28 March 1828 (IOR/L/PS/9/71/253).Physical description: 1 item (2 folios)
Abstract: The reply of Abbas Mirza [ʿAbbās Mīrzā Qājār, Crown Prince of Persia] to the proclamation issued by the Russian Commander-in-Chief, General Peskowitch [General Ivan Fyodorovich Paskevich-Erivansky, Governor-General of Georgia], which announced the breaking off of peace negotiations and the recommencement of hostilities in the war between Persia [Iran] and Russia [Russo-Persian War, 1826-1828] (see IOR/L/PS/9/71/177). Abbas Mirza responds to the reasons given by Peskowitch, discussing the agreed stipulations for the payment of reparations to Russia and indicating that the money will be paid, and gives his assurance of the sincere desire of the King [Fatḥ-‘Alī Shāh Qājār, Shāh of Persia] and the Persian Government to agree peace. He also discusses other factors raised in Peskowitch’s proclamation, referring to reports that Persian troops have been ordered to advance to Zinjan [Zanjan] and dismissing the notion that the other Princes [sons of the Shāh of Persia] will prevent the agreement of peace. This document was originally enclosed, numbered 8 in dispatch No. 81, in the letter of the East India Company Envoy to Persia, Lieutenant-Colonel John Macdonald Kinnier, to the Secret Committee of the East India Company of 21 January 1828 (IOR/L/PS/9/71/154).Physical description: 1 item (3 folios)
