The letter concerns the payment of reparations by Persia to Russia as part of the peace agreement to end the war between Russia and Persia [Russo-Persian War, 1826-1828]. Abbas Meerza affirms a plan for the first instalment of the reparations to be paid to Macdonald Kinneir’s assistant, Dr John McNeill, to hold in deposit. He also complains about the reluctance of the Persian Ministers to pay the money until they have had an opportunity to discuss the agreed treaty.
